
The underlying philosophy behind this joke is relativity. Each person relates a certain icon to there respective country of origin. The American relates the Statue of Liberty to the US, and the Frenchman does the same with the Eiffel Tower and France, in the same way someone from Peru, Egypt or China might relate Machu Picchu, The Great Pyramids of Giza or the Great Wall of China, repectively, to there countries.
The Puerto Rican in the joke, however, is somewhat different than the rest. Instead of a physical icon, he relates an action to his respective country. The action in question, "theft", is one that can be found worldwide, but because of his own experiences, whatever they may be, he relates it as something that defines and represents his country, in the same manner that a physical icon represents the US and France for the other two.
